Senate plans to wrap up a four-bill “minibus”— Below are the small business amendments added yesterday to the spending package (H.R. 6147) that combines the fiscal 2019 Transportation-HUD, Interior-EPA, Financial Services, and Agriculture-FDA spending bills:
• An amendment (No. 3633) from Sen. Ben Cardin (D-Md.) would require the Small Business Administration to review efforts to comply with section 15(k) of the Small Business Act, which means the SBA would review each Federal agency’s Office of Small and Disadvantaged Business Utilization (OSDBU).
• An amendment (No. 3562) offered by Sen. Marco Rubio (R-Fl.) that would bar the Small Business Administration (SBA) from providing assistance to small businesses owned by Chinese citizens. The amendment would also bar the SBA from assisting companies with more than 25% of voting stock owned by Chinese citizens or affiliates.
