Marathon Mark-up: Day 3
Today, the House Ways & Means Committee will continue the mark-up of H.R. 1, the “Tax Cuts and Jobs Act.” Yesterday, debate centered on the repeal of the State and Local Tax (SALT) deduction. John Barthold, Chief of Staff for the Joint Committee on Taxation (JCT), remained as the lone expert witness before the Committee. The mark-up is scheduled to conclude tomorrow.
House Votes on Small Business
Yesterday, the House passed two small business bills:
• H.R. 3911, the “Risk-Based Credit Examination Act,” introduced by Representative Ann Wagner (R-MO). This bill amends the Securities Exchange Act of 1934 to provide the Securities and Exchange Commission’s Office of Credit Ratings with discretion concerning reviewable matters during its annual examination of nationally recognized statistical rating organizations.
• H.R. 3441, the “Save Local Business Act,” introduced by Representative Bradley Byrne (R-AL). This bill amends the National Labor Relations Act and the Fair Labor Standards Act of 1938, to provide that a person may only be considered a joint employer if such person directly, actually and immediately exercises significant control over the essential terms and conditions of employment.

H.R. 4281, the “To Amend the Securities Exchange Act of 1934 to Expand Access to Capital for Rural-Area Small Businesses,” bill, introduced by Representative Ruben Kihuen (D-NV). Text for this bill is not yet available.
